The Flak 36 was much much less common than the Flak 18. However, it was normal for the Luftwaffe to staff these guns in battallions that were attached to at the Division level and deployed by Division authority.
There were some SS crews that manned them. But photographic evidence suggests that the overwhelming majority of these heavy AA guns were manned by Luftwaffe types.
