If you have a lathe (!) you can thin down the ID of an exisisting kit wheel
and glue on sheet stock or brass and trim after assembly. Often this is
easier than trying to make rings with centered ID and OD and then centering
them on the wheel. If you only have the cutter make the ID and center this
on the wheel. Sanding the rim OD to match the wheel OD is a piece of cake.
