They're supposed to illuminate the driver's side's wheel/track front, I believe. The driver can drive along the route in pitch black without full lights. During the French campaign the Germans didn't yet have these lights, and many French reports tell that "the Germans are driving with full headlights". We had similar lights on trucks in the army, and they were modern notek lights. They just casted the light into the middle of the road, and one of my friends (who served as a truck driver) mentioned they weren't too good - the light didn't show the trenches or terrain on the sides. So the sidemounted light could be better than a front/middle light (as in Tiger II).
