There is a drawing (Fig.IIA-1) called "early hull configuration". This cut out area is indicated with a letter "A" which has a line indicating the cut-out. The text related to this labelling says;

"In April 1944, a notch was cut from the protruding upper edge of the glasis in front of the radio operator's periscope to improve his close-in field of view."
I think they have it covered.
