Probably to show which way is forward. Vision is very limited and alot of German tanks have a wire or bent piece of metal in front of the forward periscope on the cupola. It is on the Panther, Panzer III, IV and King Tiger in some form or another. Helps keep the commander from getting disoriented in the cupola.
