Hey there,
From what I've seen, the 7TP was used only for anti-partisan and policing duties with the "Ordnungspolizei". When I get home today I'll dig out my copy of "Armored Vehicles and Units of the German Order Police" (which, incidentally, is a great reference for unusual captured vehicles), and give you a run-down of the units that used it.
