I would suspect that the bin covers were intended to be kept but likely they were tossed as extraneous junk. From the few pics I've seen, they are loaded down with stuff and there doesn't look to be any real good place to store them and not be in the way.

If the attached is any indicator, those guys aren't worried about keeping up with the bin covers.
