The attached picture shows the ammo bins in a T-34/76 with the rubber mat folded back (toward the right of the picture). The one good picture I have of the whole floor with the mat in place shows that the mat surface was textured, and could be taken as treadplate if the picture was all one had to go on.
As already mentioned by others, the mat would appear to be in the way of fast ammo access, which suggests that it probably wasn't around long
