I've actually seen part of that footage before, it's from a Soviet movie made sometime in the 1950's. I beleive the "Tigers" are actually built on T-44 chassis, hence the narrowness of the tracks. It was probably an intern or some such sent to look for "archival footage" and someone had this on hand. Plus I've found that most DVDs and History Channel shows are for mass consumption rather than for a specialized audience such as ourselves, so I think the producers think that most people won't catch the differences anyway.

Down toward the bottom of the page, it shows the exact same Tiger/T-44.
