I know that the APG T-34-76 Model 1942 has a chain holding the plug as did the same version of this tank that was supplied to the British during the war.
At the same time I seem to recall seeing a German captioned photograph (I think from a wartime analysis of the tank?) of a T-34-85 turret that used the wire retainer.
Given this it (and assuming that my recollection of the -85 photo is correct) would seem the change from chain to wire happened during the war.
