Hello
There was som sort of system. The numbers was given i blocs to the different Wehrkreis. (recruiting areas)
Wehrkreis I WH 10 000 - 19 999
Wehrkreis II WH 20 000 - 29 999
Wehrkreis III WH 30 000 - 39 999
And so on (up to wehrkreis XVIII WH 180 000 - 189999)
And since the division was formed in Welle (waves) you can find out which divisions that was in that wehrkreis. And if you have some info about the OOB in the area the photo was taken, you will come pretty near
