Pigments are dry. What makes them dangerous or potentially a health hazard is the dust produced can be inhaled and some pigments (such as Cadnium) are sources that can cause cancer. Usually the most dangerous pigments are not usually available to the general public and have to be specially ordered.

Pigments can be mixed with any binder. For oil paints it is usually linseed oil. Acrylic the binder is a plastic medium but I'm not sure exactly what it is or how available it is. Watercolors I believe the binder is called casein. What the binder does is 'bind' the ground pigment and helps it adhere together and stay in place so it won't be rubbed or blown off. I'm not exactly sure what the binders for enamel and lacquer paints are but they are petroleum based. If you want to do a painting like Jasper Johns you could use wax as a binder for the pigments (the type of painting is called encaustic). If you want to do a fresco like Michelangelo's Sistine Chapel you could use plaster as the binder. If you want to do a Giotto painting you could use egg yolks (the type of painting is 'egg tempra'). Hope that answers your question about pigments.

The pigments you see being applied to the interior of the M8 are dry. Pigments adhere better than chalk and usually don't need to be fixed (a spray of clear dullcoat). I usually mix the color I want in a paper cup. Since the pigments are dry I just store them in the cup.

The only time I use pigments as a paste is when I want to create heavy grease. I usually mix the pigments with linseed oil and a little Turpenoid (oder-less the Turpenoid helps speed up the drying and cut down on the gloss the oil creates.

I do at times mix pigments with Turpenoid to create heavy build-up of dust but it does not remain permanent like using a binder. Once dry it can be removed.
