Paul,
Even though you don't want people building for the contests in actuality many people become inspired to finish projects once they find they can enter them in a contest. Why do you think VLS has Mastercon, IPMS has it's national and clubs like Military Miniature Society of Illinois (MMSI) has an annual show? It inspires members and modelers to finish those projects. The great thing about on line contests is that you don't have to worry about packaging your finished projects to survive a trip, cost of travel and cost of lodging. Drawbacks are you have to be able to photograph well, miss some detail due to the medium of the net and of course the social aspect of gathering with fellow modelers.
