A good way to strike a happy medium would be to have four or so small competitions with a narrow remit, which allow for previously completed models and a bigger annual event with no theme. I think it might be nice to have a rule which encourages 'in progress' pictures for the annual competition (I believe WW2 Model Maker uses a similar rule). This might be a good incentive to get some more BLOGS going.
