You could do all sorts of interesting "criteria" such as...
Must be able to fit 4 on an LCAC, or 3 in a C-17.
Amphibious, air droppable, sling loadable.
Maximum high, not including antenna, of 6'6"
Carries a crew of 3, plus 6 combat ready troops.
Armor proof against heavy machine guns
Weight under 12 tons loaded.
Equipped with short barreled, high caliber infantry support gun.
Stuff like that, for example.
Personally I'd start with defining the mission it will perform, as the criteria for the vehicle usually follows along pretty closely. With current conflicts and threats, I'd say the big need is for a rapidly deployable infantry support vehicle built for urbanized combat patrols and convoy protection. The Stryker is interesting, but I'm not sure if it's really optimal for the role.
