Here is answer from specialist (Jason Bobrowich):
The empty inverted water bottles taped to the antennas are a field expedient method for Canadian troops in Afghanistan to carry chemical light sticks for identification purposes during night operations.....just unscrew the top....activate the light stick....pop in the light stick....screw on the top and they are set until they need to change the light sticks....it is common to use Infra Red chemical light sticks.
